1. Optimize differentiated tolls for some road sections and time-based differentiated tolls. A 5% discount policy is implemented for the installation and use of ETC freight vehicles, highway tolls for four-axle freight vehicles are discounted at 8%, and international standard container transportation vehicles are offered with a 30% discount for highway tolls. Vehicles can enjoy a variety of preferential policies. Publicize preferential policies for truck tolls at expressway toll gates, service area information boards, LED screens, etc. For vehicles that legally transport piglets and cold fresh pork in whole vehicles, they enjoy the "green channel" policy. Strictly control the construction cost of new highways from the initial project design, feasibility study approval and other links. 2. 3. Encourage provincial airport groups to improve the cargo function of Longdongbao International Airport, adjust and optimize the window for cargo and mail flight schedules, and vigorously develop all-cargo aircraft transportation. Encourage provincial airport groups to cooperate with various economic development zones, high-tech zones, and comprehensive bonded zones to establish off-site cargo stations, implement security inspections and mutual recognition of boards. 4. For those involved in the transfer or leasing of the original allocated land use rights, it is in line with the plan and approved in accordance with the law, and the procedures for the paid use of the land can be supplemented by agreement in accordance with the regulations. Encourage all localities to focus on the land reclamation and utilization indicators of abandoned industrial and mining land for logistics projects. Support the use of land along the expressway to plan and build professional and distributed road freight transportation distribution centers. Support the use of rural collective operating construction land in accordance with the law to develop the logistics industry. Under the premise of conforming to the plan and not changing the use, the land price will not be increased for those that increase the utilization rate and floor area ratio of self-owned industrial land or storage land and use it for the construction of logistics facilities such as storage, distribution and transshipment. 6. The price of electricity used for agricultural production shall be applied to the electricity used for the fresh-keeping storage facilities built by postal express companies in rural areas. 7. Implement the policy of halving the levy of urban land use tax on land used by logistics enterprises for bulk commodity storage. During the policy period, qualified taxpayers in the logistics auxiliary service industry will deduct VAT payables based on the current deductible input tax plus 10% in accordance with relevant regulations. Qualified logistics enterprises can enjoy the taxation policy of the Western Development Program in accordance with the regulations and collect corporate income tax at 15%. In accordance with national regulations, the VAT threshold for small-scale taxpayers in the logistics industry has been increased from 100,000 yuan per month to 150,000 yuan. For small and micro enterprises in the logistics industry and individual industrial and commercial households whose annual taxable income is less than 1 million yuan, the income tax will be halved on the basis of the current preferential policies. 8. 9. 10. 11. Reasonably set the banned and restricted time periods and road sections for urban delivery trucks. For roads and areas that adopt time-based prohibition and restriction measures, the daily allowable time of urban delivery trucks is not less than 6 hours in principle; for those road sections that have strong timeliness for delivery and really need to pass during the restricted and restricted time period, priority issuance of passes and pass codes are guaranteed Passage; in principle, new energy distribution trucks are restricted to pass only during peak hours. Where there is a real need for parking and loading and unloading in business sites located on urban secondary roads and branch roads, under the premise of not affecting the safety and smooth flow of traffic, special parking spaces for urban delivery trucks on the road can be set up, and special parking spaces are allowed during off-peak hours.
